Introduction |

A country's growth and development is stimulated by various components in its economy. Ultimately, sustainable growth and development depends on the strengths and capabilities of its human resources. Two-thirds of the population who live in rural areas relies on agriculture as their primary livelihood. |
|||
TO ACCELERATE THE DEVELOPMENT OF FARM YOUTH, CERTAIN MEASURES MUST BE UNDERTAKEN IN ORDER TO MAKE THIS VISION A REALITY. THESE ARE: |
|||
| 1. | Provide access to financial assistance, which takes into account, not exploits, the rural youth limited capacity to pay. | ||
| 2. | Involve the entire community in all matters pertaining to the proposed programme. | ||
| 3. | It is important to point out that the benefit that may be realized is not confined to rural areas. The development of rural economies has positive repercussions on the entire country. | ||
| 4. | The existing programs are gear toward the development of rural youth by giving them opportunity to acquire the knowledge, skills, and attitudes whose central focus is toward inculcating a sense of community consciousness. | ||
| CONSTRAINTS TO PROGRAMME DEVELOPMENT | |||
Many factors is encroaching the development of rural youth programmes, among them few are: |

Education |
|||
The current curriculum pattern, which schools in rural areas follow, is more inclined towards the promotion of metropolitan values and definitions of success. Consequently, many youth are convinced that the degree of improvement in their status lies only in pursuing a career in the urban areas. |
|||
Agriculture as a Profession |
|||
Today's rural youth view agriculture as an undesirable profession. It is seeing as not being progressive and denotes a low social status. |
|||
Involvement of the Rural Youth |
|||
Ideally, the formulation of a rural youth development programme involves the interactive participation of youth themselves, from the program's planning and implementation to its monitoring and evaluation. Although policy advocates direct and continuous involvement by youth and the entire community, there seems to be a misunderstanding as to what "involvement" truly means in the context of providing a practical rural youth development programme. |

Manpower |
|||
With the shortage of human resources needed for the implementation of various programmes at the grass-roots level, extension workers are unable to devote the time and attention needed by development programmes, which specifically aimed at harnessing youth. |
|||
Knowledge and Experience |
|||
Extension workers have limited knowledge and experience to provide the necessary service and support needed by rural youth to enable them to assume the role of enlightened farmers in due course of time. |
|||
| OBJECTIVES OF HCMS ARE AS FOLLOWS: | |||
Overcome the constraint of program development. |
|||
Promote herbal, organic, jatropha and medicinal farming. |
|||
Reach maximum of rural farmers/youth to give them utmost benefits. |
|||
To assist the rural farmers in increasing their income level so they come out of poverty line. |
|||
Make them aware of their situations. |
|||
Promote hi-tech agriculture in order to overcome the problems, which they face while farming. |
|||
| Provide them a platform and to interlink them with the favorable facilities. | |||
| RURAL YOUTH/FARMERS PROGRAMMES | |||
| • | We provide training and education to rural farmers and youth to create the needed awareness and consciousness about their situation and to awake them to take the necessary measures to improve on their living conditions. Therefore, they are trained in the respective areas such as agriculture, horticulture and medicinal farming. |

| • | We initiate, promote and employ various programs in order to connect Indian rural youth to earn their livelihood with effective coordination with central and state government. |
||
| • | We also contract external resource personnel to build the capacity of farmers and other beneficiaries so as to improve/enhance their work competence. |
||
| • | Following the government's policy of encouraging the participation of youth, HCMS goes one step further by empowering these rural workers with the necessary scientific knowledge and skills, resulting in better human resource utilization. |

| Farmers training | |||
The training is provided to the farmers to give guidance for medicinal, aromatic, organic, horticulture, organic cultivation. The training programme period depends on the requirements of the subject. It takes 1 to 7 days, which includes agriculture /business /vegetation based training programmes. HCMS also train for establishing small-scale industries at urban and rural sector. |

| Functions are | |||
| • | To impart need based training on Agriculture and allied aspects to the farmwomen, farm youth and farmers. |
||
| • | To organize village based training programmes to the farmers on technologies. |
||
| • | To organize field trips to the farm women/farm youth and farmers to show the worth of the technology |
||
| • | To provide technical advice to the farmers with suitable solutions to the field problems |
||
Surveys-HCMS contracts external resource persons to build the capacity of farmers and other beneficiaries so as to improve their work effectiveness and efficiency. |

| STAFF TRAINING | |||
HCMS carries out training as an important tool to ensure effectiveness and smooth implementation of work. Staff consists of agriculture graduates/experts and agriculture officers. The staff members are trained to make themselves capable to lead their teams and to support and to smoothen the working to maximize the output with limited resources. The staff is directed to maintain field visits and state visits on monthly basis. |

| • | Identify areas in which training is needed |

| • | Develop training programmes in terms of content, methodology and duration |
||
| • | Select suitable Centres, Departments, for conducting various training programmes. |
||
| • | Process and develop appropriate technical materials for training. |
||
| • | Monitor the effectiveness and redesigning the training programme. |
